What is startling, given the nearly ubiquitous regional problems with distribution, is the apparently global occurrence of completely irrational water pricing for residential (Chart 6), agricultural (Chart 7), and commercial (Chart 8) use (Fishman, Op. cit.). For example, average residential water use in the extremely water-challenged country of China only cost about $2.84/1,000 gallons in 2013. The same figure for the average US resident was about $12.50/1,000 gallons. But the cost of irrigating crops in the extremely arid San Joaquin Valley of California in 2008 (before the Great Drought of 2012-2016) was only about $0.26/1,000 gallons. Slightly more realistically perhaps, the cost of water for commercial customers in Texas in 2016 was about $11.27/1,000 gallons. Almost everywhere one looks, the cost of water in extremely arid regions of the world is artificially cheap; furthermore, cheap water in any region clearly leads to profligate and wasteful water habits (Chart 9). By this I mean that almost all water utilities around the world charge their customers for the costs of distributing their water, but not for the water itself (Fishman, Op. cit.). This lack of a price signal results in tremendous waste and is demonstrably a major contributing factor in the regional water crises of China, India, the Middle East, Northern Africa, and the Western US.
Another huge problem in India is the extreme pollution of many of its rivers (see photo below). The water in the holy rivers Yamuna and Ganges is extremely polluted downstream from major cities. In places like Delhi (population 18 million), the rivers downstream from wastewater input sites are dark brown or black in color, and they reek of untreated sewage and a mixture of toxic chemicals. In Delhi, some 387 million gallons per day of raw sewage was dumped in the river in 2010 (US EPA, Op. cit.). These major rivers also commonly contain the remnants of thousands of dead bodies that have been cremated for religious reasons along the river banks. Shockingly, the downstream portions of these major rivers are so polluted that the water cannot even be run through a standard sewage treatment plant without extensive pre-treatment (Fishman, Op. cit.). Currently, toxic waste and raw sewage enter these large rivers from literally thousands of sources, and India’s Centre for Science and Environment has reported that rivers like the Yamuna are "unfit for any human purpose." Cleaning this up would be enormously expensive, yet it is hard to see how the future water supply of India can be sustained without doing so. Community action will be critical to helping solve local and regional water problems in India, and there are signs of progress there. For example, small scale projects are sometimes undertaken with the aid of locals who have gotten engineering or other STEM degrees and returned to help their villages. Around 1,000 desalination plants have also already been built, but it will likely be necessary for India to build many more such plants, as well as water recycling plants, large and small, in order to meet ballooning demand in the years ahead.
