The UN World Happiness Report found that migrants in Chinese cities were less happy than people who stayed in the countryside, but the idea that moving brings success is still powerful. The city inspires hope, whereas rural China is seen as a relic of the past: When Google first launched in China in 2006, it did so with the transliteration Gu Ge, which means “valley song.” Executives thought it was a charming and innocuous reference to the country’s beautiful landscapes, but internet users balked at the bucolic allusions at a time when many people were trying to leave behind the pastures, characterized by poverty, famine, and want.

This is not to say that no progress has been made; indeed, both per capita and absolute water use in the US is lower now than it was in 1980 (Fishman, Op. cit.). However, as already discussed, pretty much everywhere in developed economies, water is simply assumed to be free, or nearly so. There is an almost universal complacency about water availability, again, even in the desert regions of advanced economies. As a result, much water is simply wasted. For example, Americans on average flush their toilets every day with 5.7 billion gallons of clean drinking water, more water per day than is used by all of the people in the UK and Canada combined. There is little justification for using drinking water to flush toilets, since we have long had the technology to use grey water instead. Another example of waste comes from water utilities: indeed, about every sixth day in the US, water utilities lose an entire day’s worth of water through leakage. Unfortunately, the water utility leakage problem is worldwide in extent (cf. Chart 10). Even where water is not actually wasted, it is still often misallocated. For example, the cities of Adelaide and Melbourne, Australia, which are both located on the margins of the Murray-Darling Basin, have a combined population of 5.2 million people, but they require only a tenth of the water used by the approximately 40,000 farmers in the center of that arid basin (i.e., 600 billion liters/year for the cities, vs. about 7 trillion liters/year for the farmers). This turned out to be a critical problem when the Murray-Darling Basin experienced a severe and long-lasting drought during 1997-2009 (Chart 11).
