The Greeks and Romans were quite adept at water management in their times. The Romans especially, became extremely knowledgeable about hydrologic engineering (Fagan, Op. cit.), and they built aqueducts around major and even minor Italian cities like Rome, Naples, and Pompeii; numerous cities in France such as Arles, Nimes, Lyon, and Strasbourg; Koln (Germany); and Carthage (Tunisia), as well as many other places. Many of these fed water into storage tanks ( castella) for distribution through terra-cotta or lead piping to public fountains and some private homes. IBM was so concerned about their water use and its cost that they created a water monitoring and recycling technology that is state of the art (which they market to others), and it has saved millions of gallons per year in that plant alone. IBM recently estimated that they saved about 21 million cubic meters (7.397 billion gallons) of water globally in the period 2000-2015.
